Is ‘Domicile certificate’ an Indian idea ?
Domicile certificate requirement for college admission is the vestige of license raj.
Instead of promoting that more ‘smart’ students come to the state, study, and settle down, its a way to turn them away.
When the world wants immigrants, our states want to turn talent away.
I am sure there was a time for that concept. But with abundance in college seats, why does it even exist ?
